Meisterbäker Berlin - where do I find these records?

My Great-Grandfather was a Master Baker. He had a store in Berlin ca. 1910. Where would the archives of such things be? Meaning:
  • the record of his having passed the exam to be a Master Baker.
  • the "permission" to open a store in Berlin.
Also: He married in Köln, not sure if he may have done his apprenticeship there or maybe had a store there as well?

Ernst August Wilhelm WEIBERG
born: 9 April 1869 - Heckenbeck, Bad Gandersheim, Nordheim, Niedersachsen, Germany
baptism: 9 May 1869 - Heckenbeck, Bad Gandersheim, Nordheim, Niedersachsen, Germany - Evangelical Lutheran
died: Berlin, 1916
