Can someone tell me if the attached date is 9 Dec 1857. I am not sure of it is December.

you are right. For explanation:
Latin: decem = English: (number) ten
Latin: decembris = English (ordinal number) the tenth
What you can read ist "Decb", that is the abbreveaion of "Decembris". Decembris was the tenth month of the former Julian calender which is the twelfth month of todays Gregorian calender.
